Bios


Carl Liggio

Carl has a bachelors, masters and Ph.D. in Civil Engineering from The Johns Hopkins University and a Masters in Systems Analysis and Economics for Public Decision Making from the Department of Geography and Environmental Engineering also from The Johns Hopkins University. He previously worked for Orion Power Holdings as a pricing and operations strategist, performing quantitative analysis, asset optimization and commercialization. Orion was purchased by Reliant Energy where he was briefly a market analyst. He left Reliant to start Meissa Consulting LLC, a consulting company specializing in operations management consulting. In 2006 he joined US Power Generating Company where he was the Director of Commercial Strategy and Alternative Energy Programs. At the time USPowerGen had no energy management infrastructure in place. Carl was instrumental in building the asset management desk and its business processes. At USPowerGen he was an asset manager for the New York City portfolio, and later supported the asset management desk, analyzing operations, developing and validating bidding and commercial strategies, and developing tools to manage the commercial operations. Carl is the President of the New York Association for Energy Economics and is on the advisory council to the Johns Hopkins Environment, Energy, Sustainability & Health Institute (E²SHI)i.

David Bomke

After working informally with them since their founding, Mr. Bomke joined The Fulcrum Group in 2012. After careers in library services and both corporate training and public education, he began his career in energy and facilities management when Facilities Resource Management Co. (FRM) began managing facilities for the School Board of Sarasota County, FL in 1987. He established the Service Response Center there in 1988 and subsequently took over responsibilities for the Controls and Budgets function there. He moved to Albany NY in 1991 to manage data collection and processing for FRM’s energy engagement with the New York State Office of Mental Health (NYS OMH). During his service supporting NYS OMH, he worked closely with the NYS Office of General Services, the New York Power Authority, the New York State Energy Research & Development Authority, and the Dormitory Authority of the State of New York. 

Mr. Bomke moved to Connecticut in 1994 to direct FRM’s Controls & Budgets operations at a number of institutional clients, including the New School for Social Research, Rockefeller University, Barnard College, Long Island University’s C. W. Post Campus, Vassar College, the NYS OMH, and Choate Rosemary Hall School. In 1996 he returned to working full-time with NYS OMH in Albany and New York City, where he remained until 2004. 

He implemented a broad range of both internal and external analytical services for clients in New York, New England, Florida, and the United States Virgin Islands. Under his direction, the NYS OMH succeeded in reducing its energy consumption by more than 60% – more than three times the 20% energy reduction goal established in 1990. 

As an early advocate for the deregulation of the electric utility industry, he helped establish the New York Energy Buyers Forum (NYEBF) in 1992. His article on Electricity Deregulation was the cover story in a 1998 issue of the newsletter of the National Association of College and University Business Officers (NACUBO). 

He helped consolidate the NYEBF with the Owners’ Committee on Electric Rates (OCER), founded in 1953, to form the New York Energy Consumers Council (NYECC) in 2004. A founding director of the NYECC, Bomke became its founding executive director in late 2004 and has been directing that organization full-time since then. In his advocacy work for large energy consumers in Con Edison’s electric service territory, consisting of New York City and Westchester, Mr. Bomke has repeatedly helped reduce Con Edison’s requests for higher electric, steam, and natural gas rates by well over $1 billion. 

Currently, Mr. Bomke serves on the New York City Energy Policy Task Force, the Energy Committees of the New York Building Congress and the Building Owners and Managers Association of Greater New York, the Building Performance Laboratory, and the Advisory Board of the Greater New York Construction Users Council. He also serves on the board of the Manhattan Chamber of Commerce, where he currently holds the position of Vice President of Diversity. Statewide, he has previously served on the Systems Benefits Charge Advisory Board and the Appliance Standards Review Committee of the New York State Energy Research Development Authority and currently serves on the New York State Evaluation Advisory Group.

Madlen Massarlian

Madlen Massarlian manages the overall marketing strategy of Con Edison Energy Efficiency programs as well as the evaluation of the success of the marketing efforts. Prior to this role Madlen was involved in various projects ranging from developing a new approach to energy efficiency forecasting, evaluating the economics of the Targeted Demand Side Manage Program, assisting in program management and providing key market development and policy support for the Con Edison Solar PV initiative. Before Con Edison Madlen was a Strategy Associate in the Media and Advertising field, servicing Consumer Packaged Goods and Pharmaceutical clients.

Madlen holds a Bachelor’s Degree in Marketing and International Business from New York University and an MBA from Columbia Business School

Jessica Corriere

Jessica Corriere is the Environmental Engineer at a Con Edison generating station in New York City. Jessica is responsible for the tracking, trending, reporting and the training associated with reduction in air and water discharges.  She also maintains station compliance with Homeland Security.  Additionally, she is a principal developer of the Human Performance program for her organization and is currently exploring an opportunity to combine art with environmental awareness. 

Prior to Con Edison, Jessica was a Commissioning and Retro-Commissioning Engineer for the a subsidiary of UTC Power. And a Project Coordinator she managed a national commissioning program with NYSERDA, developed procedures and testing methods  for Siemens, Andover, and Automated Logic controls systems.  She also executed energy audits, with energy optimization and capital improvements measures with less than 2 year return on investment. 

Jessica has a Bachelor of Science in Mechanical Engineering and a Masters of Science in Engineering Management from Northeastern University. As a Research Assistant at Northeastern’s Laboratory for Analysis of Materials Processing (LAMP) Jessica designed and implemented Supply Chain Management/Environmental Management gaming curriculum, Short Fall, for the school of Engineering and the Business school. 

Jessica is also Six Sigma trained from General Electric.

Angelique Mercurio

Angelique Mercurio is the Founder and CEO of EnerKnol, Inc.(formerly Energy Solutions Forum), an energy policy information startup based out of the NYC ACRE incubator. Named one of New York's top 10 energy entrepreneurs of 2013, Angelique is out to transform the industry through real-time access to regulatory information needed for investment decisions. 

Prior to becoming a technology entrepreneur, Angelique cultivated her energy policy expertise at Barclays Capital where she pioneered the company’s U.S. Environmental Markets business, including alternative energy, fossil fuels, and carbon market commodities products. Angelique’s earlier career experience draws from equity research and investment banking roles at Citigroup, and Lazard Freres. 

Angelique speaks frequently on policy data issues at industry events and media appearances, including CNBC. Angelique has been an author on more than 200 research publications, and her work is widely featured by leading trade publications including Breaking Energy Media, International Association for Energy Economics Journal, USAEE Dialogue, Cleantech IQ, Power Systems Design, MITSloanExperts.com, BreakingGov.com, among others, as well as ESF’s flagship publication, ESF Research. Angelique serves on the Board of Directors for the New York Association for Energy Economics, and is the Director of Energy Programs for the MIT Alumni Club of NY. 

Angelique has an MBA from the MIT Sloan School of Management, and a BA in Economics from New York University, where she graduated cum laude.

Micah Kotch

Micah Kotch currently serves as Director of the New York City Accelerator for a Clean and Renewable Economy (NYC ACRE) initiative at the Polytechnic Institute of NYU, where he is helping develop New York City's emerging cleantech sector. NYC ACRE helps cleantech and renewable energy companies in New York City grow, advancing the City as a role model for a low-carbon future.   

A Chinese major at Colgate University, Micah graduated with distinction and wrote his first business plan while working in Ningbo, China.  After securing funding for his plan from w-Technologies, he developed new business for wireless telecom carriers and device manufacturers, brokering licensing deals with large media companies and game publishers.  In 2004 he was recruited to serve as green initiatives coordinator for Pratt Institute, helping grow the Pratt Design Incubator for Sustainable Innovation at the Brooklyn Navy Yard and establishing the Center for Sustainable Design Studies and Research (funded by a Federal DOE grant).  He serves on the Board of the NY Chapter of the US Association of Energy Economists, the Green Finance Board of the Manhattan Chamber of Commerce, and the NYU Sustainability Task Force. The son of the former Inspector General of the FDNY and a lifelong educator in New York City's public school system, Micah has deep roots in Brooklyn, where he lives with his wife and daughter.

Andrew Hunter

 Andrew Hunter teaches energy economics and energy engineering at Cornell University and evaluates the viability of various current and proposed energy systems.  Andrew has degrees in chemical engineering and applied mathematics from Edinburgh University, a Masters in Economics from New School and training in business administration from the University of Hawaii.  He spent twenty five years working for Caltex Petroleum in the Middle East and Asia, doing a wide variety of jobs ranging from project engineering to strategic planning.  Subsequently he has worked as a consultant for private and public clients on projects and operations in the US and abroad.  After 9/11 he was the engineering partner and site engineer of a group that raised money and built a small refinery in Northern Afghanistan.

Kristin Barbato

Kristin Barbato was appointed to Deputy Commissioner / Chief Energy Management Officer for New York City in March 2013. Her team manages energy procurement, efficiency projects, and performance for the City’s 4000+ buildings including the City’s energy budget of about $800M per year. Before this appointment, she was Director of Business Development in New York for Veolia Energy. In this role, she developed strategies for efficient and sustainable energy solutions including renewable resources as well as cogeneration projects and their operations. Before joining Veolia Energy, Ms. Barbato worked at Con Edison for nine years in various departments including Strategic Planning, Customer Operations, Energy Efficiency, and Information Technology. Throughout her tenure, her teams supported the company’s financial and billing systems, long-term corporate planning, regulatory strategy, smart grid, distributed generation, and mergers and acquisitions.

Prior to Con Edison, she was a Director of Client Information Services at IAC and before that, she was an IT and management consultant for Utilities International, Inc. Ms. Barbato began her career as a substation reliability engineer at Florida Power & Light after graduating with a B.S. in Civil Engineering from Cornell University. She also holds a M.S. in Organizational Leadership from Mercy College and in May of 2008, she completed her MBA from Columbia University. Currently, she serves as a board member for the Orchestra of St. Luke's and is a founding board member of the New York Association for Energy Economics.

Joe Daniels

Joe Daniels is a partner in the Corporate Group of Loeb & Loeb LLP.  He represents start-up to mature public companies, private equity and venture capital funds, and investment banks involved in high-growth sectors, such as digital media, software, and cleantech. He has represented companies, VCs, and strategic investors in over $1 billion of private equity and debt financings. He has advised company management and top investment banks handling over $5 billion of merger, acquisition, and disposition transactions and raising over $3 billion in initial and follow-on public offerings of equity and debt. He also regularly represents private equity firms in leveraged buy-outs and companies in obtaining secured lines of credit, equipment financing, and other loans. Joe also provides general corporate advice for public and private companies. He has represented clients in a number of industries, including the asset protection, biotech, cleantech, digital media, healthcare, financial services, semiconductor, software, and telecommunications industries.

Jonathan McClelland

Jonathan is a Director at M.J. Beck Consulting, LLC. Prior to joining MJ Beck he worked in London with Power Capital, a financial advisory firm focused on renewable power industry. In this capacity, Jonathan specialized in quantifying the impact of various national, regional and international renewable energy policies on power asset valuation. In North America, Jonathan worked in Washington DC as part of the Global Gas Group of PFC Energy where he analyzed the natural gas operations and strategies of major international and national oil companies. Jonathan began his career in the energy practice of PA Consulting group where he delivered operational, benchmarking and strategy assignments for utilities in Australia and North America.

Jonathan holds a Masters in International Relations & Economics from the Johns Hopkins University where he focused on International Energy Policy. Additionally, he holds Bachelor degrees in Economics and Commerce from the University of Queensland, Australia. He is currently a Vice President of the USAEE and serves on the Associated Press Board of Economists.

Steven Lichtin

Steven is currently a co-founder at Stasis Energy, a startup pioneering the introduction of clean, efficient, demand-side solutions for wholesale frequency regulation utilizing battery energy storage system (BESS) technology. Steven runs the day-to-day operations and management of the company. He got his start in energy project management working with a utility-scale solar field development company in 2010. He was integral in raising the financing for the project and in securing the sale of SREC contracts the site would produce.

Steven’s career began on Wall Street at the brokerage firms MF Global and ICAP, specializing in options on short-term US interest rates. He led a team that was one of the largest participants in the CME Eurodollar options market, providing execution and consulting services to macro-oriented traders at banks and hedge funds.

Steven received a Bachelor of Arts in Economics from Vanderbilt University, where he graduated magna cum laude. He is currently an MBA in Sustainability Candidate, Class of 2014, at Bard College.

Lucas Finco

Lucas Finco is currently the Manager of Analytics for Energy Efficiency (EE) and Demand Management (DM) at Consolidated Edison Company of New York.  His responsibilities include the analysis and planning of the company's EE and DM programs.  Examples range from data mining current ConEd customers for possible DM program participants and identifying leading indicators for EE programs, to performing cost/benefit analyses and reporting analyses and program results to the Department of Public Service in Albany.  Previously at ConEd, Lucas worked in the Compensation and Leadership & Career Development departments.

Prior to working at ConEd, Lucas founded Quadlet LLC to perform business process analysis and task automation for clients.  He worked in a wide diversity of industries such as paper production, computer repair, web database development, education, equities & derivatives trading, real estate, fashion, retail, and transportation.

Lucas has a Bachelors of Science in Applied Math, Physics and Engineering from the University of Wisconsin at Madison.  At Madison, he discovered a new mathematical system that exhibited Chaos and was involved in particle physics research at the DESY collider in Hamburg, Germany and the CMS detector of LHC at CERN in Geneva, France.  He also won two awards for research excellence; the University Bookstore Research Award for work in Chaos Theory, and the Hilldale Research Fellowship for work with carbon nanotubes.  Lucas has a Masters of Arts in Physics from Stony Brook University.  His research at Stony Brook focused on quantum computing, both in solid state and optical medium. He also has an MBA from NYU Stern School of Business, with a focus in finance and entrepreneurship.

 

Emily Wheeler

Emily Wheeler is currently the Deputy Director of New York City Accelerator for a Clean and Resilient Economy (NYC ACRE).  Previously she was a Project Manager in the Loan Program Office at the Department of Energy. Where she conducted all encompassing technical and partial financial due diligence of large-scale renewable energy projects within the Loan Program Office. Emily managed the engineering analyses of six commercial-scale, first-of-a-kind technology loans moving toward financial close within nine months. She has also been a project manager for The Office of Fossil Energy’s Clean Coal Power Initiative Program, and a Program Manager for their Advanced Fuel Cells Research Program. Emily graduated from Rensselaer Polytechnic Institute where she studied Chemical Engineering.


Clararose Voigt

Clararose Voigt is a Project Manager for ENERACTIVE Solutions, an independent energy engineering firm specializing in the analysis, design, development, and installation of energy efficiency and building infrastructure projects. In addition to energy efficiency project management, Clararose is responsible for regional business development, including retro- commissioning, commissioning and energy audit services. Prior to joining ENERACTIVE, Clararose was a Project Manager for the New York State Energy Research and Development Authority (NYSERDA) for over three years. She focused on healthcare, higher education and commercial real estate energy study and implementation project development throughout the New York City metropolitan area. Clararose also managed NYSERDA’s statewide $17 million energy study program, FlexTech, and developed a new statewide Benchmarking and Operational Efficiency Program.

Clararose majored in Material Science & Engineering with a concentration in Nanotechnology at the University of Pennsylvania, graduating with a Bachelor of Science in Engineering cum laude. After graduation, she was awarded a high-tech public policy Tisdale Fellowship and worked for Hewlett Packard in the Washington, D.C. government affairs division. Clararose is also a Certified Energy Manager (CEM) through the New York Association of Energy Engineers.
