Bios
Carl Liggio
Carl has a bachelors, masters and Ph.D. in Civil Engineering from The Johns Hopkins University and a Masters in Systems Analysis and Economics for Public Decision Making from the Department of Geography and Environmental Engineering also from The Johns Hopkins University. He previously worked for Orion Power Holdings as a pricing and operations strategist, performing quantitative analysis, asset optimization and commercialization. Orion was purchased by Reliant Energy where he was briefly a market analyst. He left Reliant to start Meissa Consulting LLC, a consulting company specializing in operations management consulting. In 2006 he joined US Power Generating Company where he was the Director of Commercial Strategy and Alternative Energy Programs. At the time USPowerGen had no energy management infrastructure in place. Carl was instrumental in building the asset management desk and its business processes. At USPowerGen he was an asset manager for the New York City portfolio, and later supported the asset management desk, analyzing operations, developing and validating bidding and commercial strategies, and developing tools to manage the commercial operations. Carl is the President of the New York Association for Energy Economics.

Jonathan Schrag
Jonathan Schrag is the Executive Director of RGGI, Inc. Before RGGI, Jonathan was a partner of Hudson Strategic Energy Advisors LLC, where he worked with the state governments of Wyoming, West Virginia, and Montana and the Western Governors Association on energy, climate and the environment.
From 2005 to 2007, Jonathan was an Assistant Director of the Earth Institute at Columbia University and the Executive Director of the Lenfest Center for Sustainable Energy, where he ran policy research programs on carbon capture and sequestration, nuclear energy, carbon policy, and renewable energy technologies. Jonathan also served as Research Staff with the Global Roundtable on Climate Change and as a Research Associate for Columbia University’s Center for Carbon Management.
Jonathan currently serves as a member of the Energy and Environmental markets Committee of the U.S Commodity Futures Trading Commission, as a member of the Advisory Board of the New York City Accelerator for a Clean and Renewable Economy and as a fellow of the Institute for Urban Design.
Jonathan graduated from Harvard University and received a Fulbright scholarship for research in the history of electrification. He lives in New York City.

Jessica Corriere
Jessica Corriere is the Environmental Engineer at a Con Edison generating station in New York City. Jessica is responsible for the tracking, trending, reporting and the training associated with reduction in air and water discharges. She also maintains station compliance with Homeland Security. Additionally, she is a principal developer of the Human Performance program for her organization and is currently exploring an opportunity to combine art with environmental awareness.
Prior to Con Edison, Jessica was a Commissioning and Retro-Commissioning Engineer for the a subsidiary of UTC Power. And a Project Coordinator she managed a national commissioning program with NYSERDA, developed procedures and testing methods for Siemens, Andover, and Automated Logic controls systems. She also executed energy audits, with energy optimization and capital improvements measures with less than 2 year return on investment.
Jessica has a Bachelor of Science in Mechanical Engineering and a Masters of Science in Engineering Management from Northeastern University. As a Research Assistant at Northeastern’s Laboratory for Analysis of Materials Processing (LAMP) Jessica designed and implemented Supply Chain Management/Environmental Management gaming curriculum, Short Fall, for the school of Engineering and the Business school.
Jessica is also Six Sigma trained from General Electric.

David Bomke
As the Executive Director of the New York Energy Consumers Council, Inc. (NYECC), David F. Bomke bears primarily responsibility for the implementation of the Council’s twin missions of advocacy and education for major energy consumers buying energy in the fi ve boroughs of New York City and Westchester County. Since its establishment in 2004 by the consolidation of the Owners’ Committee on Electric Rates, Inc. and the New York Energy Buyers Forum, the NYECC has helped save energy consumers $1.5 billion in electric rate increases and $109 million in steam rate increases.
Recent seminars presented under Mr. Bomke’s management include a presentation on energy leadership, featuring keynote speaker former Mayor Rudolph Giuliani; Kevin Burke, Chairman of Con Edison; Marolyn Davenport, Senior Vice President of the Real Estate Board of New York; Ashok Gupta, Director of the Air & Energy Program at the Natural Resources Defense Council; and Peter Smith, President of the New York State Energy Research and Development Authority.
Mr. Bomke’s professional preparation for his present responsibilities includes sixteen years in the fi eld of professional facilities management, initially for Facilities Resource Management Co. (FRM) and subsequently for ARAMARK Facility Services (AFS). Responsibilities included the development of an automated service response system and assorted fi nancial management controls for the School Board of Sarasota County, Florida, as well as the development and implementation of a broad range of management protocols at The New School, Rockefeller University, and Vassar College, and other academic institutions in New York and New England. His career with FRM/AFS also included more than a dozen years helping the New York State Offi ce of Mental Health reduce its energy consumption by more than 60% and avoid spending more than $135 million.
At present, Mr. Bomke serves on the New York City Energy Policy Task Force, the Systems Benefi ts Charge Advisory Board of the New York State Energy Research and Development Authority, the Advisory Board of the Greater New York Construction Users Council, and the Board of the Manhattan Chamber of Commerce.
Mr. Bomke earned his Bachelor of Arts degree cum laude from MacMurray College in Jacksonville, Illinois and pursued graduate studies at Rice University in Houston, Texas before beginning his professional career. He worked in such diverse fi elds as Library Sciences, offi ce supply warehousing, employment testing and training, adult education and public school curriculum development and worked in Texas, New Jersey, Massachusetts, and Florida before moving to New York State in 1991. Mr. Bomke has worked full time in New York City since 2004. He and his wife have maintained a home in southwest Connecticut since 1994, where his wife owns and directs Cheshire Dance Centre. They enjoy the proximity of their children and grandchildren in Connecticut and Massachusetts.

Angelique Mercurio
Angelique Mercurio is a Director at C4 Capital Markets, and a Founding Partner at Energy Solutions Forum, Inc. She draws upon more than a decade of financial and energy sector experience from major investment banks including Barclays Capital, Citigroup, and Lazard Freres. She has advised clients around the world, ranging from Fortune 500 companies, to investors, to emerging technologists, on strategic opportunities in energy.
An experienced strategist, Angelique has provided domain expertise in the financial, oil and gas, electricity, renewable energy, carbon, transportation and fuels, lighting, and smart grid sectors. She is a trusted advisor to executive management teams including numerous institutional investors, NYSE-listed major oil and gas producer, a US market leader in truck stop electrification, and a leading carbon project originator in Europe, among others.
At Barclays Capital, Angelique co-lead the initial development of the firm’s US Environmental Markets platform, including carbon markets, alternative energy transactions, and commodity risk management solutions. As the firm’s US carbon policy expert, she advised on regulated energy transactions across its Commodities, Investment Banking, and Principal Investments businesses.
Angelique began her career as an investment banking Analyst at Lazard Freres. She was also a member of an Institutional Investor-ranked Equity Research team at Citigroup, where she gained a wealth of valuation and publishing experience covering technology companies.
Angelique received an MBA from the MIT Sloan School of Management, and a BA in Economics from New York University where she graduated cum laude. She has spoken on energy issues at various industry events and media appearances, including CNBC. She holds FINRA licenses 7, 63, 86, and 87, and is a registered representative of Intellivest Securities, Inc. Member FINRA/SIPC.

Micah Kotch
Micah Kotch currently serves as Director of the New York City Accelerator for a Clean and Renewable Economy (NYC ACRE) initiative at the Polytechnic Institute of NYU, where he is helping develop New York City's emerging cleantech sector. NYC ACRE helps cleantech and renewable energy companies in New York City grow, advancing the City as a role model for a low-carbon future.
A Chinese major at Colgate University, Micah graduated with distinction and wrote his first business plan while working in Ningbo, China. After securing funding for his plan from w-Technologies, he developed new business for wireless telecom carriers and device manufacturers, brokering licensing deals with large media companies and game publishers. In 2004 he was recruited to serve as green initiatives coordinator for Pratt Institute, helping grow the Pratt Design Incubator for Sustainable Innovation at the Brooklyn Navy Yard and establishing the Center for Sustainable Design Studies and Research (funded by a Federal DOE grant). He serves on the Board of the NY Chapter of the US Association of Energy Economists, the Green Finance Board of the Manhattan Chamber of Commerce, and the NYU Sustainability Task Force. The son of the former Inspector General of the FDNY and a lifelong educator in New York City's public school system, Micah has deep roots in Brooklyn, where he lives with his wife and daughter.

Andrew Hunter
Andrew Hunter teaches energy economics and energy engineering at Cornell University and evaluates the viability of various current and proposed energy systems. Andrew has degrees in chemical engineering and applied mathematics from Edinburgh University, a Masters in Economics from New School and training in business administration from the University of Hawaii. He spent twenty five years working for Caltex Petroleum in the Middle East and Asia, doing a wide variety of jobs ranging from project engineering to strategic planning. Subsequently he has worked as a consultant for private and public clients on projects and operations in the US and abroad. After 9/11 he was the engineering partner and site engineer of a group that raised money and built a small refinery in Northern Afghanistan.

Kristin Barbato
Ms. Barbato joined Con Edison in 2002. She managed several large financial and billing system implementations while in Information Technology and Customer Operations. Before joining Con Edison, she was a Director in Client Information Services at Precision Response Corporation (PRC), a subsidiary of USA International. Prior to her time at PRC, she was an IT and strategy consultant for Utilities International, Inc. Ms. Barbato began her career as a substation reliability engineer at Florida Power & Light (FPL) after graduating with a B.S. in Civil Engineering from Cornell University. She also holds a M.S. in Organizational Leadership from Mercy College and in May of 2008, she completed her MBA from Columbia University. Currently, she serves as a board member and advisor for two New York City non-profit organizations; the Orchestra of St. Luke’s and the New York City Association for Energy Economics.
Joe Daniels
Joe Daniels is a partner in the Corporate Group of Loeb & Loeb LLP. He represents start-up to mature public companies, private equity and venture capital funds, and investment banks involved in high-growth sectors, such as digital media, software, and cleantech. He has represented companies, VCs, and strategic investors in over $1 billion of private equity and debt financings. He has advised company management and top investment banks handling over $5 billion of merger, acquisition, and disposition transactions and raising over $3 billion in initial and follow-on public offerings of equity and debt. He also regularly represents private equity firms in leveraged buy-outs and companies in obtaining secured lines of credit, equipment financing, and other loans. Joe also provides general corporate advice for public and private companies. He has represented clients in a number of industries, including the asset protection, biotech, cleantech, digital media, healthcare, financial services, semiconductor, software, and telecommunications industries.

Jonathan McClelland
Jonathan is a Director at M.J. Beck Consulting, LLC. Prior to joining MJ Beck he worked in London with Power Capital, a financial advisory firm focused on renewable power industry. In this capacity, Jonathan specialized in quantifying the impact of various national, regional and international renewable energy policies on power asset valuation. In North America, Jonathan worked in Washington DC as part of the Global Gas Group of PFC Energy where he analyzed the natural gas operations and strategies of major international and national oil companies. Jonathan began his career in the energy practice of PA Consulting group where he delivered operational, benchmarking and strategy assignments for utilities in Australia and North America.
Jonathan holds a Masters in International Relations & Economics from the Johns Hopkins University where he focused on International Energy Policy. Additionally, he holds Bachelor degrees in Economics and Commerce from the University of Queensland, Australia. He is currently a Vice President of the USAEE and serves on the Associated Press Board of Economists.
